You'll had to wait until your server has about 7000 - 9000 players. I know that because I'm from Croatia and I remember how we were waiting for a second server.
Also you will get an option to invite some players and than when that player reaches 2 villages or something like that you get 20 gold for free use.

No.South africans are not ready for a new server until the number of players reaches atleast 10000,in smaller countryes around the world,let me give you an example : Slovenia - there you need 6000 players for a new server ,it depends of the number of people who live in that country...
